If a positive case was found, the entire building was locked down, and penalties for breaches were harsh.Yeah, I've seen videos early on in the course of the pandemic where they were welding gates shut to an apartment complex. So it is possible that they got it under control due to their brutal lockdown measures and penalties that encourage neighbors to do in anyone showing symptoms to the authorities where they were being rounded up and taken to quarantine centers.
So on one hand I can believe that given how heavy handed the Chinese govt can be, they may have gotten it under control.
On the other hand, it wouldn't surprise me if they were massively under reporting the numbers.
