But in all seriousness let's say the Maori health authority is implemented. They receive a significant portion of the health budget for this to channel to Maori health needs. In 10 years time if those health outcomes have not improved who do Maori blame?

If it does work - and I am very skeptical it will - then it may actually be the first example of where race based governance works.
