I've got a friend who lives in China who said cases were tracked by apartment building. If a positive case was found, the entire building was locked down, and penalties for breaches were harsh.

So on one hand I can believe that given how heavy handed the Chinese govt can be, they may have gotten it under control.

On the other hand, it wouldn't surprise me if they were massively under reporting the numbers.

Yes it wouldn't be at all surprising if their numbers are inaccurate. But as you say they're inclined to clamp down very hard too, so who knows.

Yeah, I've seen videos early on in the course of the pandemic where they were welding gates shut to an apartment complex. So it is possible that they got it under control due to their brutal lockdown measures and penalties that encourage neighbors to do in anyone showing symptoms to the authorities where they were being rounded up and taken to quarantine centers.
