Whats up with so many websites asking to allow cookies?

Question 
Seems to be a rather new thing and annoying since the same sites appear to keep asking every time you visit.
Kind of ironic because cookies are supposed to save your decision so they remember who you are for next time if you click on allow!

Is this some sort of legal requirement perhaps?

It's absolutely an EU thing, easier just to ask everyone than try to work out where they actually are.

They shouldn't be asking everytime but it can feel like that if you visit a lot of sites.

I moderate at another forum. A guy comes on, posts a few times, and then invokes his GDPR right to be forgotten. He was in Europe so had every right to ask that - except that his username and posts were all anonymous. The only way to tie them to him would be if you KNEW what his regular username was. We knew his name and it bore no resemblance to his username so we said no.
