No when putting food on the table or paying rent requires someone to work 60 plus hours a week or 2 or 3 jobs that no longer is a choice.
of course it is, every aspect of the food, the rent, the table, one has is a choice, not always particularly palatable and a lot of people do it hard, but it is still a choice.   Some will work 80 hours for a better lifestyle, still a choice... At the other extreme, living in a tent in a camping ground to save money is a not very nice choice...

Everyone is too quick these days to externalise their problems and make it someone else's fault... 
Am I starting to sound like a Nat supporter?
