I suspect the obviously very heavy vehicle was using the 'pull-off' lane for whatever work it was doing and in doing so overloaded the design spec's of the bridge causing the road platform to break away from the support piers. By the look of the spreader bar in the wreckage some craneage was involved in the operation and the crane operator should have been well aware of the risk of this sort of issue.

I was involved in heavy traffic movements many years ago and an important point of note in the permit to do so was that the pilot vehicle/s cleared all other traffic from any bridges on the route so that the heavy vehicle could travel along the centre of the bridge, to avoid events such as this one I expect.
