Using Telegram on desktop PC

Installed Telegram on Windows 10 PC. I don't have a smartphone, just a simple burner phone, so have no prior installation of Telegram. When I go to set it up it says I can do it by phone number, so enter this, and ask for a code by SMS. Nothing happens. Tried several times with same result. What's going on? To be clear, I want to use Telegram on PC only, not synced with any other devices.

one of the messages said if you haven't signed up yet you need to do so from the phone or tablet, which I read as you cannot create new account on the desktop app

Looks like it is designed for use on phones, and can be synced to PC. Yet there are numerous articles on the net which say it can be installed directly on a PC and just needs a phone number to link it to. My installation is now saying "too many tries, try again later". It was saying that last night and still saying the same this morning, so I wonder when "later" is?
