Most sides think they are already oversupplied with those shock troops, too much really spoils the flavour.     True, there's lots of good MILs, but they're not the ones getting the publicity or the notoriety.  Mother-in-laws of the militant kind are pretty much gross overkill for any known combatants. (Unless they are dropped on the battle.)   Also, it is virtually impossible to provide safe storage for them.
