How can they seriously arrest someone for disorderiy behavior or disturbing the peace?
How can the city enforce parking rules now?
Ok for some but not others.

The NZ Police have now all but abandoned their responsibility.  But what do you expect with that limp dick Coster as Commissioner?

maybe they don't want to inflame an already tense situation.  As far as I can tell the government are quite Ok with the response.
