Housing. Unbridled greed by a landlord

Perhaps there's room for a law to ban the practice of increasing the rent like this if there's more interest than expected in a property, & stipulate that the rent stated must remain.
And a suitable penalty for those breaking it, in the form of a hefty fine since these landlords apparently only understand money.
