ETA: According to a RadioNZ news interview refusal of having a test conducted results in a doubling of the 14 day quarantine period (i.e. 28 days) so essentially it sounds like they're using double the maximum COVID incubation period to provide proof of non-infection in such cases. https://www.rnz.co.nz/national/programme...se-testing
