 Colonialism explains it in a crude way, but it was the actions of successive governments between then and now that has shaped society over the last couple of centuries... and we still seem to be  perpetuating the same behaviours that caused this problem we have in the first place...

		So what?
 That's the fallback position for many a failed argument. Just because it used to be so does not mean we are doomed to repeat it.
 
 We have examples internationally of better ways to handle corrections. We have plenty of research that backs such programmes up. What we don't have is the progressive political willingness to put such programmes into operation. Some MPs would rather ride the boost from an electorate still living in the past and enjoying old attitudes that make them feel superior over others.

		Years ago, I owned a book by a criminologist called Allan Nixon, called A Child's Guide to Crime. One of the things that Nixon discussed in the book was offending by ethnic groups. He made the point that in the 1920s, a disproportionate number of those charged with crimes were of Irish origin, a proportion far higher than their presence in the population. He suggested that if these people had green skin, it might have been suggested that there was a problem specific to the Irish. He suggested that the problem was more one of social class - Irish people at the time being mainly working class.

That could well be; there was a time in America for example when there were signs on places to let or jobs 'Irish need not apply'.....
