Apparently the threatening to kill charge Richard SivellÔÇï is facing has a maximum sentence of 7 years in jail... Yet it's almost like he sees the law the same way 5 year olds do in a game of cowboys and indians...

"Care in the community" has a great deal to answer for imo.
Had it been properly funded & staffed it could probably worked very well, but just turning people out in the street has had some dire results.
