Apparently this is the alleged offender in the shootings that happened on the 309 Road last week. I immediately suspected it may have been retribution against poachers but this puts a whole different perspective on the event.

Interesting ploy - require people to pay for it first, then be reimbursed. Child poverty action group's Professor Jenny Ritchie says it looks very like a deliberate attempt to prevent people accessing what they're entitled to.
